Tunis Initiative
Digital education as a solution towards more equal
chances and narrower divide
The NGOs, operating in the field of digital
technology and participating in the World Summit on
Information Society, held in Tunis, November 16-18,
2005, convening in the capital Tunis, on the sidelines
of the World Summit on Information Society,
Taking cognizance of:
- The importance of the digital revolution and its
preferential advantages in the fields of economy,
education, training, research, culture and
sociology.
- The wide divide existing between societies for
the production of knowledge.
- The challenges entrusted by the international
community to the civil society in the field digital
technology development and the bridging of the
digital divide among peoples.
- The need to exchange experiences, skills and
resources among the various components of the civil
society, with a view to better disseminating digital
culture.
The need to follow up the recommendations issued by
the World Summit on Information Society, held in Tunis.
The participants agree to launch an initiative open to
regional and international associations and networks,
under the name of the Tunis Initiative: The digital
development as a solution towards more equal chances and
narrower divide.
The initiative is based on the following objectives:
One: Strategic objectives
- To act in compliance with the standards spelled out
in the Tunis initiative and disseminate and implement
digital culture for all nationals in every developing
country.
- To participate in the dissemination of digital culture
through more adequate training and better control of new
technologies.
- To set up a network of specialists and experts to be
entrusted with digital technology and human resources
development.
Two: Work plan:
- To publish the initiative and disseminate by all
means available and on the largest possible local,
regional and international scales.
- To upgrade the standards and principles provided for
in this initiative and make sure they remain valid for
the drafting of national and international draft
agreements.
Three: Working procedures:
- To cooperate at national, regional and
international scales with all parties, institutions and
organizations which taking interest in the objectives of
the Tunis Initiative.
- To collect all documents, studies and experiences
available to be used by people concerned.
- To provide the initiative with its own web site with a
view to enhancing communication, coordination and
dialogue among all potential stakeholders.
- To issue a wide range of studies to boost digital
culture and education.
- To foster educational and cultural programs.
- To issue a guide assisting those who are active in the
transfer of necessary skills in order to develop digital
culture in various educational, academic and vocational
fields and sectors.
- To plan for the introduction of a program leading to a
set of standards and principles related to the
dissemination of cultural divide and the instauration of
a code of ethics likely to ensure its good governance,
effective use and genuine added value.
Four: Coordination:
- This initiative is not as much an institution or a
network as it is an open framework available to all
those who are keen on achieving the strategic objectives
provided for in the present document.
- Should it deem it necessary, any association or
organization could take pledge to, partially or fully,
implement the activities mentioned above, or any other
related ones, with the proviso to cooperate and
coordinate its work with the largest cluster of
institutions involved in this initiative.
- In order to ensure the sustainability of this effort
and guarantee its effectiveness, we propose to appoint
the Tunisian Association for the development digital
Technology and human Resources (ATTR) as a focal point
to be entrusted, at a first stage, with the coordination
among potential candidates.
